Meet Me in St. Louis

At the dawn of the twentieth century, the United States was a busy, ambitious nation finding its place in a changing world, and St. Louis was a busy, ambitious city hustling to grab a piece of the action. St. Louis was the nation’s fourth largest city, and it had its share of big-city problems to contend with, including over-crowding, government corruption, air pollution, racial tension and labor troubles. Amidst this turbulent backdrop, plans for the 1904 World’s Fair kicked off in January 1899 when representatives from the states and territories of the Louisiana Purchase met in St. Louis and pledged their support for a major exposition to commemorate Thomas Jefferson’s $15 million real estate deal with Napoleon that had doubled the size of the nation in 1803.

In 1901, the city elected a new mayor, Rolla Wells, who had run on a reform platform, and a new circuit attorney, Joseph “Holy Joe” Folk, whose war on the “boodlers” — the graft and bribery peddlers at city hall — would propel his political career, eventually landing him in the governor’s mansion. The Civic Improvement League, organized in 1901, was instrumental in rallying public support of civic improvements. The league had more than 1500 members who supported the campaign to clean up St. Louis. Volunteers cleaned up tenements, organized neighborhood beautification projects and turned empty lots into playgrounds.
